What is Performance Based Research Fund - PBRF ?

The Peformance-Based Research Fund was established by the Ministry of Education and the Tertiary Education Commission in 2003.

The purpose of the PBRF is to ensure that excellent research in the tertiary education sector is encouraged and rewarded.  This means assessing the research performance of tertiary education organizations (TEOs) and then funding them on the basis of their performance.

In order to meet these aims, the prime focus of the PBRF is on rewarding and encouraging excellence.

Am I eligible for PBRF?

Unitec, as your Tertiary Education Organisation (TEO), is responsible for determining your eligibility for PBRF. The underpinning principle for staff eligibility for PBRF is that have have or will make a significant contribution to teaching (at degree level or higher) and/or research at a New Zealand TEO.  For detailed criteria see the section on eligibility in PBRF: TEO Guide pg 14.

Things to note, from PBRF: Staff Guide pg6:

  • Teaching only staff may still be eligible.
  • Staff who are contracted may still be eligible.
  • You do not have to have produced a book in this time to be eligible.

What is Quality Evaluation?

The Quality Evaluation is an assessment of the research performance of staff at participating tertiary education organizations (TEOs) by an expert peer-review panel. It is held periodically and is the major component of the Performance-based Research Fund (PBRF).

The next Quality Evaluation round will be held in 2018.

What is an Evidence Portfolio?

An Evidence Portfolio (EP) is a selection of a staff member's research outputs over the time of the review, in this case 2012-201.  It is used for the Quality Evaluation part of the PBRF process. The EP is submitted to one of 13 subject-specific peer review panels for evaluation. For information on how to complete an EP see the PBRF: TEO guide, pg. 29.
